You only need a license or permit if you're making them inside a bakery as a daily business. (Like if you own a bakery - you can't cook from your home and transport the goods to the store)
Items for bake sales used as legitimate fundraisers are ok ...

@David - DJ is short for Deejay. That was my occupation for 20 years I should know.
These ideas fit this persons area - you have to be able to think outside of the box to raise funds these days.

Deejays do not work for radio station, and David is right. In the context of this article DJ is short for Disc Jockey, not Deejay. And this was your occupation? How embarrassing for you...
As for the article. Possibly the WORST set of fundraising ideas I've ever come across.

You have to have licenses and permits to bake cookies and sell them. Big lawsuits if you don't.
